Bonus Episode: Prediction Markets and the Gaming Industry's Resiliency with Bill Miller

AGA CEO Bill Miller on 2025 gaming wins, prediction market threats, and defending state/tribal sovereignty against federal overreach.

“A bunch of hoodie-wearing crypto bros who believe that somehow or another they’re going to use a loophole in this Commodity Exchange Act, which was designed to hedge crop futures and price of cereal in order to establish the CFTC as the chief federal regulator of gambling.” ~ Bill Miller

“The notion that somehow the Timberwolves-Raptors game on Tuesday has economic consequence, it strains any credulity and it doesn’t pass the common sense test, and it definitely doesn’t pass the constitutional test that we are pushing.” ~ Bill Miller

Sponsor’s Message: Promoting a sustainable, entertainment-first global gaming industry.

Play’n GO is celebrating its 20th anniversary in 2025. Drawing on that experience from the dawn of the iGaming industry through to today, Play’n GO designs and creates world-class slot games in the online casino space.

Play’n GO wants to see a sustainable industry that puts players first. To realize that vision, Play’n GO:

  • Creates games designed to be entertaining and fun first

  • Actively lobbies for increased regulation to keep players safe

  • Refuses to make games that feature mechanics that we believe to be predatory, such as those that allow players to pay hundreds of times their normal stake to buy into the bonus round directly (‘Bonus Buy’ games)

Now live in over 35 regulated territories around the world, including all US and Canadian iGaming jurisdictions, Play’n GO is the leading provider of entertainment to the online casino industry.

In this episode, Bill Miller, President and CEO of the American Gaming Association (AGA), returns to discuss a wide range of issues in the gaming industry, from prediction markets to tribal-commercial relationships to online gambling legalization.

We kick off by reflecting on 2025, which we both viewed as a pivotal year, marked by regulatory battles, federal changes, and emerging threats, but as Miller highlighted, despite the tumult, the industry remains healthy.

Sweepstakes and Emerging Threats (00:04:11 - 00:07:10): Reflecting on past battles, Miller explains how sweepstakes were largely defeated through education of lawmakers and regulators. He draws parallels to current “hoodie-wearing crypto bros” pushing prediction markets under the Commodity Futures Trading Commission (CFTC), arguing it’s an unauthorized federal overreach into sports betting.

Prediction Markets Battle (00:07:13 - 00:18:09): Miller didn’t mince words, calling prediction markets unregulated sportsbooks masquerading as economic hedging tools. His evidence? 90% of their business is sports-related, lacking true economic utility. He also has some interesting thoughts about what actually has economic utility.

Sports Betting, iGaming, and Land-Based Casinos (00:18:12 - 00:30:02): We also talked about online casino legalization and the current fractures in the industry. I brought up what I see as one of the major issues with online gambling: untethered online licenses. Miller believes the industry’s divisions are slowing iGaming expansion due to concerns over job losses and community impacts. We also discussed why land-based gaming should be priority number one, with Miller praising land-based casinos for revitalizing distressed areas, creating union jobs, and supporting social services.

Tribal Gaming and Partnerships (00:30:10 - 00:42:31): Miller highlights strengthened AGA-Indian Gaming Association ties, forged during COVID. He defends tribal sovereignty against federal threats, noting gaming’s transformational role for tribes.
