“Sweepstakes are an egregious example of unregulated gaming eroding the integrity of the regulated market, with no consumer protections.” ~ Howard Glaser
In this episode of the Talking Shop Podcast, I was joined by Howard Glaser, Global Head of Government Affairs and Legislative Counsel at Light & Wonder (a newsletter sponsor).

Glaser shares his journey into the industry, which began in the New York government, where he played an integral role in the legalization of casino gaming in the early 2010s.
The conversation explores the challenges of casino expansion, contrasting New York’s upstate and downstate processes, as well as the process in Massachusetts and beyond. Glaser highlights the political and community hurdles in New York City, where local advisory boards complicate approvals, leading to withdrawals from major players.
We also discussed Light & Wonder’s billion-dollar acquisition of Grover Gaming, underscoring the growing significance of charitable gaming. This sector, which involves electronic bingo and pull-tabs, supports veterans and fraternal organizations, offering a politically savvy growth avenue amid the pushback against online casino expansion.
The heart of the discussion focuses on unregulated gaming, specifically sweepstakes sites, which Glaser believes threaten the integrity of the regulated market. Glaser praises the American Gaming Association’s efforts to educate regulators, noting that 14 states have taken action against sweepstakes in just one year.
This episode is a must-listen for anyone following the current sweepstakes or land-based skill game fights, with numerous insights into regulatory challenges, industry growth, and the fight for market integrity.
If you are on the opposite side of the sweepstakes divide and would like to offer the counterargument, feel free to reach out.
